All verses on Assyria with verses of interest using colored text
There is no mention with the Israelites encountering any "Assyrians" in the time of Moses. The formation of the empire of the Assyrians is not documented in the scriptures until about 800 years after the Israelites left Egypt.
2_KINGS 015|019` And Pul the king of Assyria came against the land: and Menahem gave Pul a thousand talents of silver, that his hand might be with him to confirm the kingdom in his hand.
2_KINGS 015|020` And Menahem exacted the money of Israel, even of all the mighty men of wealth, of each man fifty shekels of silver, to give to the king of Assyria. So the king of Assyria turned back, and stayed not there in the land.
The king of Assyria, Tiglath-Pileser-also spelled Tilgath-Pilneser, (1 Chronicles 5:6), and called Pul in this verse-invaded Israel, and was paid one thousand talents of silver by King Menahem to turn back. (Please see the entry for Tilgath-Pilneser.)
2_KINGS 015|029` In the days of Pekah king of Israel came Tiglathpileser king of Assyria, and took Ijon, and Abelbethmaachah, and Janoah, and Kedesh, and Hazor, and Gilead, and Galilee, all the land of Naphtali, and carried them captive to Assyria.
Pekah (2 Kings 15:25)
Pekah (commander of the army) of King Pekahiah of Israel. He entered into a conspiracy against the king, and, at the head of fifty men of Gilead, Pekah assaulted the royal palace in Samaria, killed Pekahiah and two of his officers, and proclaimed himself king, the eighteenth king of Israel, since the partition.
Samaria was the capital of the northern split in the divided kingdom. The masses of the Israelites.. 9 1/2 tribes were never refered to 'Jews', but they were the enemies of the 'Jews' and they murdered each other.
Pekah (an Israelite) invaded Samaria, killed the ruler and made himself the king of Israel .. Israel is a refeference to the northern split in this context.
When the Assyrian Empire threatened his kingdom (Samaria), Pekah entered into an alliance the king of Syria, against Ahaz, the king of Judah, to force him to join them against the Assyrians.
Pekah (king of Samaria)
defeated the army of Judah, killed over one hundred thousand enemy soldiers, and captured tens of thousands of men, women, and children, whom he brought to Samaria with the intention of using them as slaves. Here Israel was enslaving 'Jews' .. Jews = those who joined the southern split in the divided kingdom.
Oded, a prophet who lived in Israel, was outraged. Supported by several leaders of Israel, he demanded that the king should free the captives immediately and return them to Judah. The captives were given clothing, shoes, food, and drink, and were taken back to the city of Jericho in Judah.
The confusion of the word Israel is found here because some times Israel is a reference to all descendants ofJacob and other times Israel is a reference to the enemy of the Jews/Judah (southern split)
King Ahaz of Judah
requested the help the king of Assyria, against Aram and Israel, and sent him the treasuries of the Temple and the royal palace as a tribute. The king of Assyria attacked Damascus, captured it, and killed King Rezin. He then proceeded to invade Israel. He conquered a large part of its territory, which he annexed to the Assyrian Empire, and deported most of the population to Assyria. The kingdom of Israel was reduced to its capital Samaria and its surrounding areas.
Note Israel (often refered to the 10 lost tribes), Israel was scattered through out the Assyrian empire, before the dispersion of the 'Jews' 3 tribes that made up the southrn split.
In the book of Ezra when a trivial fraction of the 'Jews' returned to Israel, the ten tribes remained, never to return.
As the time line continued you will see that the land area where Israel was scattered into.. land parcels that were Assyria became Babylon, Persia, part of the Alexandria empire, Rome.. An empire or nation is defined by the political power that controls it. Today the lands where the Israelites were scattered are identified as India, Turkey, Syria, Saudia Arabia, Egypt, Sudan, Lebanon.
After reigning for twenty years, Pekah was killed by Hoshea, son of Elah, who was the last king to rule Israel, until its final destruction by the Assyrians.

2_KINGS 017|023` Until the Lord removed Israel out of his sight, as he had said by all his servants the prophets. So was Israel carried away out of their own land to Assyria to this day.
This is not talking about the 'Jews', Israel.. the the 9 1/2 tribes of Israel, the Israelites who were enemies of the 'Jews' were carried away and were assimilated in Assyria (now known as India, Turkey, Syria, Saudia Arabia, Egypt, Sudan, Lebanon.)
2_KINGS 017|024` And the king of Assyria brought men from Babylon, and from Cuthah, and from Ava, and from Hamath, and from Sepharvaim, and placed them in the cities of Samaria instead of the children of Israel: and they possessed Samaria, and lived in the cities thereof.
So here we find the population of Israel was plastered with NON Israelites

2_KINGS 017|026` Wherefore they spoke to the king of Assyria, saying, The nations which you hast removed, and placed in the cities of Samaria, know not the manner of the God of the land: therefore he hath sent lions among them, and, behold, they slay them.
2_KINGS 017|027` Then the king of Assyria commanded, saying, Carry there one of the priests whom you brought from there; and let them go and dwell there, and let him teach them the manner of the God of the land.
Non Israelites were piled into Israel, then the king of Assyria returned some priest to teach the non Israelites, the religion of the Israelites.
2_KINGS 018|009` And it came to pass in the fourth year of king Hezekiah, which was the seventh year of Hoshea son of Elah king of Israel, that Shalmaneser king of Assyria came up against Samaria, and besieged it.
2_KINGS 018|011` And the king of Assyria did carry away Israel to Assyria, and put them in Halah and in Habor by the river of Gozan, and in the cities of the Medes:
Halah = Iraq, Gozan northern part of modern day Syria.
2_KINGS 018|013` Now in the fourteenth year of king Hezekiah did Sennacherib king of Assyria come up against all the fenced cities of Judah, and took them.
2_KINGS 018|014` And Hezekiah king of Judah sent to the king of Assyria to Lachish, saying, I have offended; return from me: that which you puttest on me will I bear. And the king of Assyria appointed to Hezekiah king of Judah three hundred talents of silver and thirty talents of gold.
